it means to speak or write and give your opinion about something as if you knew everything about it and as if only your opinion was correct, and it comes from latin word pontifex - priest.
we've simply added the -ificate suffix, implying the process of becoming.
pontifex is also an interesting word because some call the pope the pontifex maximus, a vestige of latin. this literally means the very highest priest.
the latin word itself has some interesting etymology, being a combination of the words pons, pont - bridge like in the brain where it bridges the brain and spinal cord and the word facere - to make. literally a priest is a bridge builder by this definition, possibly implying that a priest is the bridge between the mortal world and the gods
